Reconstruction around the Mediterranean is a financing question and a governance question at the same time. Tracking the size of pledges is not enough; the issue is who sets priorities, and how essential services are protected from short-term politics.
The Forum follows these debates as public policy: transparency in allocation, the capacity of local administrations to deliver, and the relationship between humanitarian aid and longer-term investment in infrastructure and services.
